Mitigasi risiko rantai pasok industri kue menggunakan house of risk

Abstract


IKM Kue Enggal Jaya merupakan salah satu industri kecil menengah yang bergerak pada industri kuliner seperti bolu kotak, bolu gulung dan kue bolu lapis Surabaya. Produk yang menjadi obyek penelitian adalah kue bolu lapis Surabaya karena paling banyak diminati pelanggan. Pada proses pembuatan kue bolu lapis Surabaya tersebut ditemukan beberapa risiko pada aktivitas rantai pasoknya sehingga tidak dapat berjalan lancar, oleh karena itu perlu dilakukan aksi mitigasi risiko untuk mengurangi risiko yang terjadi pada alur rantai pasok. Tujuan penelitian ini adalah mengusulkan aksi mitigasi risiko yang akan dilakukan dalam kegiatan rantai pasok kue di IKM Kue Enggal Jaya. Pengumpulan data dilakukan dengan wawancara, observasi dan pengisian kuesioner. Metode yang digunakan House of Risk (HOR) sedangkan penentuan kriteria bisnis proses menggunakan dimensi Supply Chain Operation Reference (SCOR). Usulan aksi mitigasi risiko yaitu melakukan pengecekan ulang sebelum produk dikirimkan, melakukan penekanan Standard Operating Procedure (SOP) kepada setiap pekerja,  driver membawa jas hujan di bagasi motor, melakukan pengemasan tambahan, meningkatkan komunikasi antar owner dengan driver, melakukan memorandum of understanding (MoU) dengan supplier, menyediakan alat pelindung diri (APD) yang memadai, mengadakan stock, melakukan pembuatan lisensi halal, membuat rencana produksi yang jelas, membuat inovasi pemasaran produk, lebih efektif dalam pemilihan driver dan kebijakan subkontrak.
