Pengabdian Masyarakat Melalui Kajian Penanganan Kemacetan Di Jalan Protokol Hingga Terminal Seruni

Abstract


Kemacetan lalu lintas di ruas Jalan Protokol hingga Terminal Seruni Kota Cilegon merupakan permasalahan yang semakin serius, ditandai dengan meningkatnya volume kendaraan, rendahnya disiplin berlalu lintas, serta fungsi terminal yang tidak berjalan optimal. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengidentifikasi titik-titik kemacetan, menganalisis penyebabnya, dan merumuskan strategi pengendalian lalu lintas yang efektif. Metode pelaksanaan menggunakan pendekatan partisipatif melalui survei primer dan sekunder, observasi langsung, serta analisis kinerja simpang dan kondisi eksisting terminal. Hasil kegiatan menunjukkan bahwa dua titik utama kemacetan berada di simpang tiga arah pintu Tol Cilegon Timur dan simpang tiga Terminal Seruni. Faktor penyebab dominan antara lain banyaknya kendaraan umum dan pribadi yang menaikkan/menurunkan penumpang di luar terminal, aktivitas parkir liar, serta pergerakan kendaraan berat di sekitar simpang. Hasil analisis menunjukkan bahwa derajat kejenuhan (DS) mencapai 0,92 dengan tundaan rata-rata sebesar 48,3 detik/smp, menandakan kondisi lalu lintas jenuh. Strategi jangka pendek meliputi pelebaran jalan pada lengan mayor dan minor, pembuatan median jalan, serta pengurangan hambatan samping melalui penertiban aktivitas "ngetem" dan parkir liar. Sementara itu, strategi jangka menengah mencakup rencana pembangunan simpang susun untuk mengakomodasi pergerakan dari dan ke pintu tol tanpa konflik dengan pergerakan lokal. Kajian ini menyimpulkan bahwa kombinasi manajemen dan rekayasa lalu lintas, didukung dengan pembatasan fisik dan regulasi zona terminal, merupakan langkah strategis yang dapat mengurangi kemacetan secara signifikan dan berkelanjutan.

 

Traffic congestion along the Protokol Road corridor to Seruni Terminal in Cilegon City has become an increasingly serious issue, characterized by a surge in vehicle volume, low traffic discipline, and the suboptimal functioning of the terminal. This community service initiative aims to identify congestion-prone points, analyze their root causes, and formulate effective traffic control strategies. The implementation method employed a participatory approach, including primary and secondary surveys, direct observation, and an analysis of intersection performance and terminal conditions. The study identified two major congestion points: the three-way intersection near the Cilegon Timur toll gate and the Seruni Terminal intersection. Key contributing factors include frequent passenger pick-up and drop-off outside terminal areas, illegal parking, and the presence of heavy vehicles around the intersections. The performance analysis revealed a saturation degree (DS) of 0.92 and an average delay of 48.3 seconds per passenger car unit (pcu), indicating oversaturated traffic conditions. Short-term interventions include widening the major and minor road approaches, constructing physical medians, and reducing side friction by prohibiting informal public transport stops and street-side parking. For the medium term, the study recommends building a grade-separated interchange to separate toll-related traffic from local vehicle movements. This study concludes that integrating traffic planning, intersection management, and user behavior regulation—through a combination of physical infrastructure and enforcement—provides a strategic solution to sustainably alleviate urban congestion in the area
