EPISTEMOLOGI DALAM KEBIJAKAN PUBLIK: KAJIAN KONSEP SMART CITY DI INDONESIA

Abstract


Smart city merupakan salah satu produk kebijakan publik yang dilaksanakan oleh suatu kota atau suatu negara sehingga dapat diletakan dalam wilayah social sciences. Secara konseptual  beragam ide dan gagasan smart city yang telah dikembangkan di dunia. Setiap konsep memiliki struktur epistemologis yang mempengaruhi bangunan aplikatifnya. Sebagai kebijakan itpublik, kajian ini menggunakan perspektif kebijakan Laswlell & Kaplan serta Pressman & Widvsky untuk membedah struktur episteme Smart city. Dalam kajian ini dianalisis beragam konsep smart city seluruh dunia yang mengurai struktur, unsur epistemologisnya, dengan mengambil contoh aplikasi kebijakan konsep smart city di Indonesia. Salah satu dilema dalam aplikasi teknologis berkaitan dengan status ontologis kedaulatan rakyat dan kuasa teknologis dalam pengambilan kebijakan publik di daerah yang menerapkan smart city. Hasilnya, terdapat struktur epistemik konsep smart city yang dominan positivistik dengan terlalu berfokus pada teknologi yang mengarah pada formula panopticon digital sehingga berpotensi muncul kekuasaan baru berupa politik proxy dan ekonomik proxy.
